UK: Mayer, Brown, Rowe & Maw Reports Increase In Global Trade Protection Cases

International legal practice, Mayer, Brown, Rowe & Maw has released its 4th annual Global Trade Protection Report which has found that Global trade protection has again hit record levels in 2002.

The author, Cliff Stevenson who is the chief economist with the EU, Competition & Trade Group produced the report from notifications made by WTO members. Cliff was a former official in the UK DTI during the Uruguay Round of trade negotiations and is Director of the European Trade Practice and Chief Economist. He is also the author of the Global Anti-Dumping Handbook published by Cameron May.

On releasing the report, he said:

"Whilst trade liberalisation resulting from the creation of the WTO has brought clear benefits, ever-growing trade protectionism threatens to offset these gains. This is particularly the case in heavy industries such as steel and chemicals."

He further points out that many existing trade protection measures are not WTO consistent.

"All anti-dumping and safeguard measures that have been considered by WTO panels and the Appellate Body have been found to be WTO inconsistent. The hope for the future is that the tight application of the WTO rules through the WTO disputes process will check this growth in protectionism. Otherwise, this is yet another factor creating global trade tensions that may result in the effective collapse of the WTO system".
