United States: Kilpatrick Townsend Adds Leading Healthcare, Life Sciences & Technology Team

ATLANTA (August 1) – Kilpatrick Townsend & Stockton announced today the addition of a Healthcare, Life Sciences, and Technology team to its Atlanta office. Partners Sidney Welch and Lynn Scott, along with associates Jeremy Burnette, Amy McCullough, and Cindy Acosta, have joined the firm's Atlanta office where they bring a premier national transactional, regulatory, and litigation practice to Kilpatrick Townsend.

Not only will this platform allow the firm to offer a broader scope of legal services to clients, but importantly, the bench strength to provide superior client service and responsiveness.

Ms. Welch counsels healthcare, life sciences, and healthcare technology clients in transactional, regulatory, administrative law, and litigation matters on a national basis. On the transactional front, Ms. Welch advises clients in mergers and acquisitions; integration options; joint ventures; service line agreements; corporate formation, structure, restructuring, and unwinds; corporate governance; equity offerings; employment and independent contractor arrangements; state and federal due diligence; and other general business and operational matters. She also assists clients in structuring transactions and responding to compliance issues associated with federal and state healthcare laws and regulations; the federal Anti-Kickback Statute; Stark I, II & III; the False Claims Act; HIPAA; Medicare and Medicaid reimbursement, voluntary disclosures, and repayments; antitrust laws; and state self-referral, fee splitting, certificate of need, and the corporate practice of medicine laws. In administrative matters, Ms. Welch works with clients on medical staff bylaws; medical staff hearing and disciplinary matters; credentialing; Medicare and Medicaid investigations, audits and appeals; medical licensure issues; and disputes with and among insurance companies, physicians, and hospitals.

Ms. Welch serves in leadership roles for the ABA Health Law Section, the America Health Lawyers Association, and the American Society of Medical Association Counsel. She is listed in Chambers USA: America's Leading Lawyers for Business, Georgia Super Lawyers, Best Lawyers in America, and Georgia Trend Legal Elite. Ms. Welch was recognized nationally by Nightingale's Healthcare News as an Outstanding Physician Lawyer. She is AV rated by Martindale-Hubbell.

Ms. Welch earned a Masters in Public Health from George Washington University School of Medicine and Health Sciences, a Juris Doctorate from Samford University, and a Bachelor of Arts from Davidson College.

Ms. Scott focuses on corporate and securities laws, mergers and acquisitions, and contractual matters for technology, pharma/biotechnology/medical device, telecommunications, and other emerging growth and later-stage companies. She advises clients on a variety of legal issues and transactions, including capital raising; recapitalizations; mergers, acquisitions, and divestitures; institutional and strategic investments (including venture capital and private equity); licensing; joint development and research; contract negotiations; and commercialization of intellectual property.

Ms. Scott's recent experience includes representing technology, healthcare, pharmaceutical, biotechnology, and medical device companies in their formation, structuring, financing, contract, and licensing matters. She assists universities and start-up companies in licensing, sponsored research, and other activities related to university-created intellectual property. Ms. Scott works with her colleagues to assist national and international pharma/biotechnology/medical device clients with clinical trial related agreements, including sponsor, development, supply, and quality agreements and to assist technology, healthcare, health information, and telecommunications clients with license, joint venture, strategic alliance, research and development, and services agreements.

Ms. Scott is listed in Best Lawyers in America and was recognized nationally by Nightingale's Healthcare News as an Outstanding Healthcare Transaction Lawyer. Ms. Scott earned a Juris Doctorate, magna cum laude, from Mercer University and a Bachelor of Science from the University of Georgia.

Mr. Burnette adds litigation and healthcare experience to Kilpatrick Townsend from his prior positions with national law firms. During his career, Mr. Burnette has represented pharmaceutical companies and healthcare providers in complex litigation, white collar criminal defense, administrative law, and regulatory matters. He earned a Juris Doctorate, summa cum laude, from Georgia State University, a Master of Arts in Clinical/Professional Psychology from Marshall University, and a Bachelor of Science, summa cum laude, from the University of Pikeville. Mr. Burnette has been recognized as a Rising Star by Super Lawyers Magazine for the past two years.

Ms. McCullough focuses her practice on federal and state healthcare statutory and regulatory issues. Within this role, she has counseled and advised clients on issues concerning Medicare and Medicaid compliance, reimbursement, and billing; federal and state fraud and abuse laws, including Stark and Anti-Kickback analysis; fee-splitting; and privacy and security laws. She also has provided statutory and regulatory guidance to clients in support of numerous transactions, including integration options, joint ventures, mergers and acquisitions, and corporate formation, structure and restructuring. Ms. McCullough earned a Juris Doctorate from Temple University Beasley School of Law and a Bachelor of Science from the University of Illinois.

Ms. Acosta joins Kilpatrick Townsend from a national law firm where she focused her practice on several areas of the healthcare industry, including regulatory and compliance counseling and healthcare transactions. Within this role, Ms. Acosta has counseled clients on mergers and acquisitions, joint ventures, divestitures, changes of ownership, and municipal bond financing as underwriter's counsel or bond counsel. She earned a Juris Doctorate from The University of Chicago Law School and a Bachelor of Arts, magna cum laude, from Loyola University Chicago.
