Australia: Corrs advises Victorian government on $135M Casey Hospital Expansion Project

Corrs has acted for the State of Victoria on the $135 million Casey Hospital Expansion Project, the latest PPP expansion project to achieve financial close.

The Plenary Health consortium will construct, and then maintain, the expansion of the Casey Hospital in Berwick. The project includes the addition of 160 new beds, an intensive care unit, six new operating theatres and education and training facilities for Monash University. Areas of the existing hospital will also be refurbished and car parking facilities will be extended.

The expanded hospital is expected to enable Monash Health treat over 25,000 more patients at Casey Hospital, perform an extra 8,000 procedures and support an extra 1,300 births a year.

Corrs assisted the State in navigating the issues associated with expanding infrastructure developed under a PPP structure – including achieving value for money through a sole source procurement, ensuring continuity of operation at the existing hospital during the approximately two year construction period, and achieving operational integration of the completed expansion.

According to David Warren, Partner and head of the Corrs Projects Group, "Expansions of projects developed under PPP arrangements present particular issues, from the limitations imposed by the existing commercial arrangements and the additional stakeholders whose interests must be considered, to the challenges associated with undertaking work in and around an operational facility.

"We are delighted to have assisted the State in achieving this milestone. It is another example of the Corrs team working with government to identify, assess and develop solutions to the issues posed by this type of procurement, in order to release value from existing infrastructure."

The project further demonstrates the viability of this procurement model, and clearly establishes Corrs credentials as a leading firm in this area, having also advised the State of Victoria on the expansion of the Melbourne Convention and Exhibition Centre and the Queensland Department of Transport and Main Roads on Gold Coast Light Rail Stage 2.
