United States: Ripley Rand Speaks On N.C.’s Law Enforcement Information Application CJLEADS At National Conference Of Court Public Information Officers

CARY, N.C. – Womble Carlyle attorney Ripley Rand was a featured speaker at this week's Conference of Court Public Information Officers. Rand spoke at the national conference on his experiences with North Carolina's criminal justice data service CJLEADS during his service as the United States Attorney for the Middle District of North Carolina.

CJLEADS is the product of a collaboration between the North Carolina Office of Information Technology Services and SAS. It deploys criminal justice information from several different government sources and provides law enforcement and court officials with effective access to accurate offender information. North Carolina partnered with SAS to create CJLEADS after the murders of two college students in 2008 revealed shortcomings in the state's information systems.

Rand spoke about how the United States Attorney's Office used CJLEADS during his tenure to improve the office's case intake procedures and make the office's relationships with law enforcement more effective. Once the State made CJLEADS available to the office, the office was able to prosecute more cases than it had before CJLEADS and prosecuted those cases in less time with the expenditure of fewer resources. Rand thanked the teams from SAS and the State of North Carolina for making the application available to his office, noting that his office was the only one in the country with access to an information sharing program like CJLEADS.

Before joining Womble Carlyle, Rand served as the United States Attorney for the Middle District of North Carolina, a North Carolina state court judge, and a North Carolina Assistant District Attorney.
