Managing the many demands of a diverse workforce is a complicated and, at times, confronting challenge. Councils, being a public sector body, are reasonably expected to adopt an approach which is consistent with high community standards, and frequently face more and more complex challenges than most.

In whatever form that challenge presents itself – be it fairly and reasonably managing employees who are impacted in some way by the employment relationship or ensuring that its workforce is treated fairly when a challenge appears from the hands of third parties (allegations of inappropriate conduct from media, ratepayers, or council contractors) – Council will require a "steady hand on the tiller" with knowledge of options and risks.
