United States: Announcing The Arrival Of Mark B. Rotenberg

Mark B. Rotenberg has joined WilmerHale as a senior member of the firm's Education Practice in Washington DC. Mr. Rotenberg brings insight and experience gleaned from more than two decades serving as the chief legal officer at preeminent private and public research universities. Prior to joining the firm, he was vice president and general counsel of Johns Hopkins University, and previously served as general counsel of the University of Minnesota.

Mr. Rotenberg has managed numerous highly sensitive internal university investigations involving alleged Title IX violations and sexual violence; research misconduct; FDA, NIH and other federal regulatory violations; cybersecurity and privacy breaches; NCAA violations; intellectual property disputes; tenure code violations; conflicts of interest; and many other issues. Mr. Rotenberg also has maintained an active litigation practice on behalf of the universities he has represented, personally arguing and winning cases in the US Supreme Court, US Court of Appeals and other forums. He is well versed in the multitude of legal obligations imposed on higher education institutions, and his transactional experience spans the entire breadth of major university commercial activity, from technology licensing and commercialization deals to the sale, acquisition and affiliation of hospitals and medical clinics.

Mr. Rotenberg previously served in the Department of Justice Office of Legal Counsel, where he provided legal advice to the White House and executive departments on matters involving national security, civil liberties and civil rights, the Freedom of Information Act, and executive privilege. He is the immediate past chair of the Association of American Universities General Counsels Group, and served for many years as a member of the Big 10 Conference/CIC General Counsels Group. After graduating from Columbia Law School, where he was an editor of the Columbia Law Review, Mr. Rotenberg clerked for Judge Patricia M. Wald of the US Court of Appeals for the District of Columbia Circuit.
