Jersey: OECD Tax Policy Expert Added To Jersey Finance Private Client London Conference Programme

The Director of the OECD's Centre for Tax Policy and Administration Pascal Saint-Amans will give a keynote speech at this year's Jersey Finance annual private client conference in London in May.

Pascal joins the previously announced line-up of keynote speakers for the event including Stephanie Flanders, Chief Market Strategist for the UK and Europe for JP Morgan Asset Management, and Philip Marcovici, a legal expert and consultant on tax and wealth management. The conference, entitled 'Mapping the Future', will take place on Wednesday 13 May at 8 Northumberland Avenue.

Having joined the OECD in 2007 as Head of the International Co-operation and Tax Competition Division in the Centre for Tax Policy and Administration (CTPA), Pascal became Director of the CTPA in 2012. He played a key role in the advancement of the OECD tax transparency agenda in the context of the G20, and in 2009 was appointed Head of the Global Forum Division, created to service the Global Forum on Transparency and Exchange of Information for Tax Purposes, a programme with the participation of over 100 countries.

A graduate of the National School of Administration (ENA), Pascal was an official in the French Ministry for Finance for nearly a decade, holding various positions within the Treasury. He was also a member of the UN Group of Experts on International Co-operation in Tax Matters and, before leaving government service, was Deputy Director in charge of litigation at the Direction Générale des Impôts. Pascal also served as Financial Director of the Energy Regulation Committee between 1999 and 2002 and was responsible for the introduction of new electricity tariffs.

Alongside the keynote speeches, the conference will also include two panel debates, which will be moderated by Stephanie Flanders and will feature a range of Jersey-based, UK and overseas experts. The first will examine international information exchange models, including the impact of increasing demands for enhanced client due diligence on the private client industry, whilst the second will explore how jurisdictions are responding to reputational sensitivities where wealth management is concerned and how the industry is adapting in terms of structures, operational models and technology.
