中国首个海外人才局在上海浦东成立,推出九条措施

2017 年 6 月 16 日,上海市浦东新区推出了提高海外人才通行和工作便利度的九条措施,宣布成立全国首个海外人才局,颁发了中国首张自贸试验区管委会推荐永久居留身份证和中国首张本科学历外国留学生工作许可证。

一、先行先试九条措施

此次浦东出台的九条措施涉及外籍人才居留和出入境、工作许可、海外人才机构和服务窗口等,都是国家、上海相关部门支持的先行先试政策。

  1. 开设自贸区永久居留推荐 "直通车"在上海自贸试验区工作并符合一定条件的外.籍.高.层.次.人.才.,经上海自贸试验区管委会推荐,可申请在华永久居留,同时缩短审批期限。
  2. 实行外籍华人申办永久居留专项政策。具有博士研究生学历或在上海自贸试验区连续工作满 4 年、每年境内实际居住累计不少于 6 个月的外.籍.华.人.,可申请在华永久居留。
  3. 放宽人才口岸签证申请范围。上海自贸试验区用人单位聘雇或邀请的外籍人才,可持相关证明向口岸签证机关申请人才签证,入境后按规定办理居留许可;持其他签 证入境的,可申请变更为人才签证或按规定办理居留许可。
  4. 支持外国留学生兼职创业。上海高校在读外国学生经所在高校同意并出具推荐函后,可在学习类居留许可上加注"创业",在上海自贸试验区兼职创业。
  5. 放宽外国留学生直接就业。上海地区高校本科及以上学历外国留学生到上海自贸试验区就业的,可直接申办外国人工作许可。
  6. 允许外国高校应届毕业生跨境就业。注册在上海自贸试验区的跨国公司地区总部、投资性公司和外资研发中心,可直接聘用世界知名高校外籍应届毕业生。
  7. 优化外籍专业技术人才执业资格认证。结合上海自贸试验区服务业扩大开放项目配套需求,对国外领先的特定专业领域试行执业资格便捷认证机制。
  8. 8.设立浦东新区海外人才局。(1)实施海外人才工作许可、永居推荐、身份认定和配套服务等;(2)建立海外人才服务中心,配置专职队伍,配合海外人才局开展相关工作。
  9. 试点人才办事窗口 "无否决权 "改革。

    1. 建设上海市高层次人才精品服务示范窗口和上海市人才公共服务示范窗口;(
    2. 推行人才办事窗口"无否决权"机制;
    3. 设立海外人才事务网上快速审批平台等。

二、自贸试验区获得"中国绿卡"推荐权

浦东新区人社局制定了《中国(上海)自由贸易试验区推荐外籍高层次人才申请在华永久居留的认定管理办法(试行)》(浦人社[2017]23  号),公布了相关人才推荐标准,主要包括以下三类:(1)知名奖项获得者或高层次人才计划入选者;(2)外籍知名专家、学者、专业技术人才;(3)企业创新创业外国籍高层次人才。

三、外国留学生直接就业得到进一步放宽

从 2015 年起,上海自贸试验区率先试点在沪高校硕士及以上学历外国留学生到上海自贸区、张江高新区直接就业(沪人社外发[2015]35 号),目前已有 25 家自贸区企业通过此政策直接聘雇 28 名硕士学历外国留学生。现在这项政策已进一步放宽到本科学历。
