(Generally speaking, raffles, lotteries and contests are illegal unless they comply with the various laws regarding them.) Also, organizations need to plan ahead to obtain a raffle licence. For example, in Ontario, the Alcohol and Gaming Commission of Ontario issues licences to eligible charitable and religious organizations for raffle lotteries where the total value of the prizes to be awarded exceeds $50,000. For ticket raffle lotteries where the total value of the prizes to be awarded does not exceed $50,000, organizations will need to check with the municipality where the event will be administered regarding licence requirements.
