On Proving The Origin Of Goods From CIS Countries

In order to facilitate import of goods from countries which are members of the CIS simplified requirements for proving the origin of goods were established. Previously there was a requirement to present to the customs authorities Certificate CT-1 signed by the authorised body of the country from which the goods originated. Under the new Directions of 29 May 1997 most goods are now exempt from the above Certificate. The Directions also provide the list of goods for which the Certificate still needs to be presented. These include: excisable goods, white sugar, cars (8703), and some domestic appliances. For goods not mentioned in the Directions it will be sufficient to present transport documentation and/or bills of lading. However, where in doubt the customs officer may still request CT-1.
