On January 22, 2019, ANEEL - National Electric Energy Regulatory Agency - has started public hearing proceeding No. 01/2019 in order to obtain inputs and information for the RIA - Regulatory Impact Analysis for the revision of Normative Resolution ANEEL No. 482/2012. According to article 15 of said resolution, it shall be reviewed by ANEEL until December 31, 2019.

The public hearing will be open between January 24 and April 19, 2019, when contributions shall be submitted to the following e-mail: ap001_2019@aneel.gov.br. The distributed generation market has grown exponentially in the past few years and ANEEL and power distribution concessionaires are concerned on impacts to distribution tariffs in general from the net-metering system currently in place, which offsets both energy and distribution use grid costs for distributed generators.

Indeed, one of the possible revisions of Normative Resolution ANEEL No. 482/2012 is to limit the net-metering offset system to energy tariffs and make distributed generators pay for the use of the grid made for purposes of remote consumption or consumption of energy credits.
