The Canterbury Skill Shortage List changed on 14 February,
making it more difficult for Bricklayers, Carpenters,
Joiners,Drainlayers, Painters and Wall and Floor Tilers, to obtain
work visas for the Canterbury region.
Prior to the changes, to obtain a work visa under the Canterbury
Skills Shortage List, an applicant in one of these occupations
would usually just need to prove the minimum level of work
experience, as set by the relevant ANZSCO description. Now, because
of the changes, an applicant must prove the equivalent of a New
Zealand Level 4 qualification. Therefore, if an applicant's
qualification is not recognised in New Zealand, there is little
practical advantage in his or her occupation being on the
Canterbury Skill Shortage List.
A good example is Carpenters. If an employer wishes to employ a
Carpenter, the Carpenter must now prove the equivalent of a NZ
National Certificate in Carpentry (as well as evidence that
licensed building practitioner requirements are met, if relevant).
If the Carpenter can't prove such a qualification, then the
employer must provide evidence that a genuine attempt has been made
to recruit a New Zealander into the role, including a letter from
the Canterbury Skills & Employment Hub, and that none are
available or readily trainable.
Therefore, Canterbury employers seeking to recruit migrant
Bricklayers, Carpenters, Joiners, Drainlayers, Wall and Floor
Tilers and Painters must allow additional time and resources to
advertise,including at least four weeks to list vacant roles with
the Canterbury Skills & Employment Hub. Otherwise, a potential
migrant worker's visa could be declined.

December 16, 2016 - Federal immigration authorities conducted the 26th round of invitations under Express Entry in 2016 and 49th overall, inviting 1936 candidates for permanent residence. The lowest CRS score was 497, a substantial decline from the previous draw.
